Why is this wick forbidden on Shabbat but allowed on Hanukkah?

On Shabbat, we need steady light for Shalom Bayit (Peace in the home). A bad wick flickers, and you might tilt the lamp (forbidden work).
On Hanukkah, the light is holy—we can't use it to read or eat, only to see the miracle. So even a flickering light is Kosher!
